Gauteng Community Safety mourns one of its leaders

The Gauteng MEC for Community Safety, Faith Mazibuko, has described the past few days as the most devastating for the Department following the passing on of the Head of the Provincial Secretariat, Mr. Dumisani Ngema.


Mr. Ngema, one of the long serving Chief Directors in the department, met his untimely death on Sunday, 15th of March 2020 after a short illness. He joined the Department of Community Safety in 2006 and he met his untimely death while employed as Chief Director – Civilian Secretariat, which is responsible for monitoring and evaluation of law enforcement agencies.


“The passing on of this great soul is a huge loss to the Gauteng Provincial Government and the people of this province. Dumisani was a strategist and a visionary of note. The safety and security fraternity in the province will certainly miss his presence and inputs in ensuring a safer environment for our communities. He selflessly dedicated his life to fight against crime in Gauteng” said MEC Mazibuko


Dumisani headed a very critical Chief Directorate that is responsible for ensuring that the South African Police Services (SAPS) give proper service to our communities, in line with the department’s mandate of monitoring police conduct and overseeing the effectiveness and efficiency of the SAPS as per Section 206 (3) of the Constitution of South Africa (Act No. Of 1996).


He was instrumental in ensuring that through the Gauteng Information on Police Performance System (GIPPS) and Quarterly Review Sessions (QRS), we began to see an improvement in the performance of the 40 priority police stations that were under-performing.



Dumisani Basil Ngema was born on the 11th of March 1974, at Natalspruit Hospital in Katlehong. He’s the third son of the late Mr. Go Petrus and the late Thokozile Victoria Ngema.


He studied Mechanical Engineering degree at the then Wits Tech and then completed his Bachelor of Commerce Degree at the then Vista University, now University of Johannesburg. He went on to do post graduate degrees at Unisa and an Executive Management Program at Wits Business School.


He cut his political teeth at Katlehong Student Congress (KASCO) where he became chief representative at Fumana High School in Katlehong and later became part of the provincial executive committee. He went on to serve in various political structures such as the South Transvaal Youth Congress (STYCO), South African Student Congress (SASCO) and African National Congress Youth League (ANCYL).


His résumé includes working at the Kathorus Economic Development Initiative (Kedi) which was an intervention programme to rebuild the economy post the political violence mainly through entrepreneurship, Gauteng Legislature as the Advisor to the Speaker, Director at the Gauteng Department of Community Safety MEC’s Office and Chief Director for Corporate Communication. He met his untimely death while working as the Head of the Provincial Civilian Secretariat.


“These are the saddest of times for the department. As we mourn his death, let’s also celebrate his life as he continues to live in our hearts and minds. His presence and contribution in the department will be deeply missed.”
